Security Camera Licence Rules: NSW Law & Wollongong Tips

“Can’t I just ask my handyman to mount these cameras?”

As a NSW Security Operative Licence holder (S00021281) based in Mount Keira, I hear this daily. While DIY kits like Eufy or Ring are popular in Wollongong homes, the legal line is often ignored.

Insurance Risk: Most major Australian insurers require security systems to be installed by a licensed professional. If you suffer a loss and your system was installed by an unlicensed handyman, your claim may be rejected.


1. The DIY Exception: When You DON’T Need a Licence

You are legally allowed to install security cameras without a licence ONLY if both of the following are true:

  • You are the owner: You are installing the cameras in your own primary residence.
  • You are doing the work yourself: You are not paying anyone else (a friend, a gardener, or a handyman) to do the installation.

If you want to spend your Saturday climbing a ladder to mount a battery-powered camera, NSW law allows it. However, keep in mind that you still bear all the responsibility for privacy compliance and recording laws.


2. The “Paid Service” Rule: When a Licence is MANDATORY

This is where most people get into legal trouble. Under the NSW Security Industry Act 1997, it is illegal for any person to install, maintain, or repair security equipment for a fee unless they hold a valid Security Licence.

You MUST hire a licensed professional if:

A. You are paying for the service

If you hire a handyman, an electrician, or a “tech-savvy” neighbour to install your cameras—even “simple” ones—they must be licensed. If they aren’t, they are breaking the law, and you are participating in an illegal contract.

B. The system is for “Protection of Life or Property”

If the purpose of the camera is to secure your home against intruders, it is classified as a security system. In NSW, only licensed operatives are vetted by the police to handle equipment that protects people and assets.

C. Permanent Cabling & NVRs

If you are running PoE (Power over Ethernet) or structured Cat6 cabling through your ceiling—common for high-end 4K systems—you are dealing with regulated security integration. This is where All Round Tech excels, ensuring your data remains on a secure, isolated network.


3. Why Hiring an Unlicensed Handyman is a Risk

It might seem cheaper to pay a local handyman $100 to “throw up a few cameras,” but the hidden costs are huge:

  • Insurance Red Flags: If a burglary occurs and your insurer finds out your security system was installed by an unlicensed person, they can deny your claim. They view unlicensed work as “non-compliant.”
  • No Consumer Protection: If an unlicensed installer messes up your wiring or leaves your network vulnerable to hackers, you have no recourse through the NSW Fair Trading or the Security Licensing & Enforcement Directorate (SLED).
  • Privacy Lawsuits: Licensed pros know where cameras cannot point (like your neighbour’s windows). An unlicensed installer’s mistake could land you in a costly privacy dispute.
